Dorchester's River Edge Runs on a State Agency's Calendar This Fall

October 22, 2026

Espresso East Coffee & Co., the mobile coffee shop sisters Najma and Naima Mohamed started this year, first set up in Quincy's Caddy Memorial Park. According to the Dorchester Reporter, the state Department of Conservation and Recreation then decided not to renew the temporary permit there "or allow food/beverage trucks along the beach." By April the bright yellow van had moved behind CrossFit 617 on Hill Top Street. That spot is a few steps from the Neponset Greenway and next to the state-owned waterfront park at the corner of Granite Avenue.

The move shows how Dorchester's southern edge works. The trail, the parks along it, the biggest Halloween gathering on the water, and even where a coffee van could not set up all depend on DCR's decisions and schedule. The city's schedule only takes over once you step off the path and sit down at a restaurant. If you live in Neponset, Port Norfolk, or Lower Mills, the next few weeks look different once you know which schedule you're on.

The newest mile of trail spent the summer partly closed

The Greenway's most recent addition is the 0.9-mile "missing link" from Tenean Beach north to Morrissey Boulevard. The Dorchester Reporter reports that it opened to the public in July 2025 and got a formal ribbon-cutting on April 29, 2026. The state's April 29 announcement says the extension brings the Greenway to about nine miles. The new section has a 10-foot paved path, a 670-foot boardwalk, a crossing at Victory Road, and an overlook with views of the bay.

Part of that new segment closed before the ribbon was even cut. In mid-April, DCR closed the section next to Boston Bowl for its $3.8 million Morrissey Boulevard Resilient Stormwater Pump Station Project. The work zone is behind 818 Morrissey Boulevard. DCR said the station itself sits outside the trail. The closure was needed for bypass pumping and to give construction crews safe access, so trail users were sent on a detour.

DCR's July timeline said the project should be substantially complete in September, which would let the path reopen. Full completion is scheduled for spring 2027. That leaves the rest of this fall in between. The September date was DCR's forecast, and crews will still be on site through the winter. If your weekend loop runs past Boston Bowl, check DCR's current notices before you go. The detour may be gone, or it may still be up.

This is the same agency whose permit decision in Quincy sent Espresso East looking for a new spot. One state department sets the hours and boundaries for the trail and the parks, and its decisions reach the businesses that want to be near them.

Why the coffee stop ended up where it did

In the Reporter's account, the van's current location traces back to a DCR decision. The agency's choice not to renew the Caddy Memorial Park permit or allow trucks along the beach sent the business looking. The spot it found, at the rear of CrossFit 617, keeps it a few steps from the Greenway and next to the state park at Granite Avenue.

The Reporter found that the location worked right away. The van "has seen a big response from people who use the nearby Neponset Greenway" and the state park on Granite Avenue. Najma described the idea behind the business to the paper:

"Coffee for us has always been about the community – a birthday, a gathering, an afternoon after work."

The practical details for the next few weeks:

  • Address: 62 Hill Top Street, Dorchester, next to the Neponset Greenway
  • Hours as listed September 27, 2026: 6 a.m. to 4 p.m. on weekdays, 8 a.m. to 4 p.m. on weekends, per Caught in Dot
  • Menu: changes with the seasons, and the business posts updates on Instagram, according to a September Caught in Dot spotlight

Because it's a mobile van, the hours can change as the weather turns. Check Instagram before you build a cold-morning walk around a cup of coffee.

October 29 brings the year's biggest evening to Pope John Paul II Park

The biggest event on the river edge in this stretch is also organized partly by the state. The Annual Pumpkin Parade runs Thursday, October 29, from 5:30 to 7 p.m. at Pope John Paul II Park on Hallett Street. If it rains, it moves to Friday, October 30, same hours. According to the Neponset River Watershed Association's event page, the Neponset Greenway Council, MassDCR, and NepRWA run it together.

The event page lists:

  1. Music, games, and candy.
  2. A special treat for anyone who brings a costume and a decorated or carved pumpkin.
  3. Candles supplied by the organizers for the pumpkins.
  4. Free admission with no registration.

The organizers are also looking for volunteers. Contact NepRWA Greenways Coordinator Suzanne Hinton at [email protected].

The parade lands on a Thursday evening. Because it starts at 5:30, it falls after the hour when the after-work Greenway crowd and the Espresso East afternoon close are already behind you. Plan dinner for afterward, and that's where the city takes over.

Where Boston's calendar takes over: patios through November 15

The river-edge restaurants follow City Hall's dates. Boston has extended its 2026 outdoor dining season, which runs from May 1 through November 15, 2026, according to the City of Boston's Outdoor Dining Program page. Caught in Dot reports that the extension gives participating restaurants a couple of extra weeks of outdoor tables. It also covers food trucks at their approved locations. The city reminds businesses not to use outdoor setups in bad weather or when snow is on the ground.

So DCR controls the path and the park, and the city controls the patio a few blocks away. Here's how the two schedules overlap through mid-November:

Date What happens Who sets it
Since mid-April 2026 Greenway section by Boston Bowl detoured for pump station work DCR
Thursday, Oct. 29, 5:30–7 p.m. Annual Pumpkin Parade, Pope John Paul II Park NepRWA, Neponset Greenway Council, MassDCR
Friday, Oct. 30, 5:30–7 p.m. Pumpkin Parade rain date Same organizers
Wednesday, Nov. 4, 7–8:30 p.m. Neponset River Greenway Council open monthly meeting Neponset River Greenway Council
Sunday, Nov. 15 Last day of Boston's extended 2026 outdoor dining season City of Boston
Spring 2027 Full completion of the Morrissey pump station project DCR

A few named places near the river edge:

  • McGonagle's Pub, 367 Neponset Ave. Caught in Dot recommended it in August 2026 for live music and Sunday roast.
  • Venezia, 20 Ericsson Street. The restaurant describes itself as a Boston waterfront Italian dining destination.
  • Sweet Life Bakery & Cafe, Lower Mills. It serves pastries, cakes, breakfast, and lunch, and it's the coffee stop at the Lower Mills end of a river walk.
  • Lower Mills Tavern. A neighborhood restaurant with weekend brunch.

Whether any of these has outdoor seating, and whether it keeps the tables out until the 15th, depends on each restaurant's own participation and the weather. The city's outdoor dining map shows which restaurants are in the program.

Where to raise questions about the trail

If the summer detour, the new boardwalk, or anything else on the Greenway matters to how you use it, there's an open meeting for that. The Neponset River Greenway Council holds its monthly meeting on Wednesday, November 4, from 7 to 8:30 p.m. The meeting location and agenda are available from NepRWA's Greenways Program Director, according to the Council's meeting listing.

The Council is one of the three groups behind the Pumpkin Parade, so you'll find the same people at both the October 29 event and the November 4 meeting. That makes the meeting the most direct route to the people who work on the Greenway with DCR.

At The Residential Group, we follow how projects like the Morrissey pump station and the Tenean Beach extension change daily life near the Neponset, block by block. If you own along the river edge and want to know how the Greenway's new mile shows up in your home's value, start with our Dorchester neighborhood page or request a home valuation, and List With Confidence.
